ENGINEERING
Senior Information Assurance (IA) Engineer
• POSITION SUMMARY

Facilitate the accreditation of DoD and Federal information technology systems and utilize technical skills to assess and implement required system security controls.

• Provide information assurance subject matter expertise throughout the system's entire development lifecycle in accordance with DITSCAP and NIACAP. Must have experience in conducting Certification and Accreditation (C&A) activities, which include conducting security test and evaluations, developing risk assessments, and documenting the information system in security system analysis plans through all phases of accreditation.

• Conduct C&A of DoD and Federal Information Systems, which will include data gathering and documenting system security plans, risk assessments, contingency plans, security test and evaluation plans, security concepts of operations.

• Coordinate and perform technical and non-technical Certification & Accreditation assessments to evaluate compliance with established information assurance policies and regulations according to DoD, NSA, DISA, NIST and other IA related military/Federal requirements.

• Develop, review, and maintain security policies and standards on Windows, UNIX, routers, switches, firewalls, databases, webservers, and software applications.

• Use knowledge of PKI principles to implement and provide guidance.

• Use good writing and verbal communication skills to advise management on security requirements and information assurance trends and solutions.

• Perform other assigned duties as required.


• SKILLS AND REQUIREMENTS

Bachelor's Degree (or equivalent related work experience)

Five to ten years experience, including two years overseeing security for an enterprise network

• Excellent working knowledge of Microsoft Operating Systems and PKI

• Good working knowledge of Novel and Unix Operating Systems, CISCO routers, firewalls, and related applications

• Solid analytical skills to troubleshoot high-level, complex, technical problems

• Knowledge of network and host security assessment tools, vulnerability analysis and internal auditing processes

• Excellent written and oral skills

• Working knowledge of DITSCAP and/or NIACAP process and knowledge of applicable DOD, NSA, OMB Circular, DISA, NIST Information Assurance policies and guidance

• Active Government Security Clearance

Systems Analyst

• POSITION SUMMARY

This position provides management, technical expertise, and guidance to assist the command in the daily operations associated with the rationalization and management of legacy applications under guidance of Navy regulations and policies to include, but not be limited to, developing and tracking migration plans, aligning applications to business processes, collection of application cost data, entering applicable data into the DoN Application and Database Management System (DADMS), and assisting with the development of required documentation to support the authorization and certification of applications. Work will be primarily preformed at the NETWARCOM Headquarters Location at the Little Creek Amphibious Base, Norfolk, VA.

Responsibilities include:
• Perform as the ECH II CIO and N6 CIO.
• Assist Echelon III commands with DADMS questionnaires for applications, assist with server/network termination in DADMS, grant privileges to DADMS users, and contact Functional Area Managers (FAMs) regarding privileges for Echelon III users.
• Review and complete Echelon II Application Attention Inbox (DADMS).
• Support NMCI Legacy Migration and Shutdown (e.g., support all FFC network and server registration and terminations by ensuring all applications to be moved into NMCI receive proper status prior to CLIN purchase).
• Clarify information on Networks for Southeast region and other regions included in Cyber Asset Reduction and Security (CARS) and provide detailed information on NMCI (e.g., what is moving to NMCI, what has been terminated, and what networks are NIPR and SIPR)
• Respond to FISMA System (I) ATO expiration questions via researching DITPR-DoN and contacting Commands.
• Work closely with budget staff regarding DoD Information Technology Portfolio Repository (DITPR) DoN tasks.
• Lead and participate in teleconferences, including presentations on OneNet application process for DADMS, UIC trees created and cross-referenced with DADMS, FAM status updates on Portfolio reduction per functional area.
• Assist with application reviews, AIW submissions in the Rationalized List effort for CFFC.
• Review copies of (Interim) Authority to Operate [(I) ATO] Situation Reports (SITREPS) and draft letters to each Command

 

• SKILLS AND QUALIFICATIONS

• Bachelors Degree preferred, preferably in MIS, computer science, electrical engineering or a related field. MS or PhD in Computer Science or related field is a plus

• Ability to work effectively with technical and non-technical personnel in a cross-functional setting

• Active Government Security Clearance
